The proposed Urban Infrastructure Improvement Preparatory Facility for Bangladesh will help manage the technical and implementation issues upfront to secure high readiness of the ensuing investment projects for ADB financing. It will support the Department of Public Health Engineering (DPHE) in preparing water supply and sanitation investment projects in selected secondary towns and city corporations where development is lagging. In target towns, the facility will support the shift from intermittent and groundwater-based supply to continuous supply from surface water. It will also support the Narayanganj City Corporation (NCC) in improving water supply, drainage, and urban roads. Narayanganj is the fourth most populated city in Bangladesh and economically important because it is adjacent to Dhaka. The facility will build NCC's capacity for municipal financial management to ensure the sustainability of urban infrastructure investments, and their operation and management.

Gender Description The proposed Urban Infrastructure Improvement Preparatory Facility for Bangladesh will help manage the technical and implementation issues upfront to secure high readiness of the ensuing investment projects for ADB financing. Project Rationale and Linkage to Country/Regional Strategy The facility is in line with the government''s Seventh Five-Year Plan, which targets to provide 100% of the urban population with access to an improved water source, and 60% of city dwellers with sanitation facilities. It is also in line with ADB''s Strategy 2030 and its aim to reduce inequality by preparing projects in less developed areas, promoting disaster and climate resiliency as well as smart technologies in designs, enhancing gender equality in decision-making, and strengthening municipal financial management. It further aligns with the country partnership strategy for Bangladesh, 2016-2020, by improving basic urban services and minimizing institutional capacity constraints. The facility and the ensuing investment projects are included in the country operations business plan for Bangladesh, 2019-2021. Impact
